3 month with leg tremors

My 3 month old son has been having leg tremors in both legs since birth. They seem to be getting worse now. No Dr. has givin me an explanation. The only thing one Dr. has said id that if I hold his legs and can not stop them from shaking, then it could be seziures. I would really like some insight to this problem. If any one has any information on this please reply.
