I also have "cold eyes" when I am out in the cold. But as soon as I come inside where it is warm, my eyes warm up. I have a condition called Conchabullosa. A nasal spray sometimes helps, but not always. As I get older, I am now having more trouble with my eyesight being blurry. It is also causing headaches because of the feeling of "coldness" and as though my eyeballs are being pushed out. Good Luck.
