My husband's penis isn't sensitive

My husband had a series of operations on his penis when he was young due to a genetic defect which means that the long term effect is that his penis isn't very sensitive except at the tip. He can ejaculate when he masterbates, but not during sex. What can we do/use to make him more sensitive so that he can ejaculate during sex.
