Bumps on penis...

I am 15, and I have funny little bumps along the underside of my penis, on my balls, and just by the base... they are coloured the same as my skin, and they look a litle bit like it does when you pull a hair on your arm up, and you see little bumps on your arm at the base of the hairs... I thought that it might just be where hairs grow from at first, because most have hairs coming from them, but some don't, and I was just wondering if anyone had some insight?
