ok here's the deal. The sensitivity you are feeling is NOT a problem. It's natural and means you just have not desensitized it. The goop you are seeing around the head of your penis is because you are not washing it often enough, and this may also be causing irritation that will ultimately make your penis MORE sensitive to touch and hurt like hell because that material is dirty and abrasive and over time will cause an infection. You DO NOT want this to happen. I had your exact same problem and here are the ways I dealt with it:
1. In bathwater, pull your foreskin back, pour liquid soap on it and if you can gently rub and clean your penis, or I had to start out by gently pushing the foreskin over the head and back again (almost like masturbating, but not really doing that) to spread the soap and clean the head. Your foreskin is the softest stuff around and is a good start. Then hold your penis down in the water and shake it back and forth to clean the soap and goop off. 2. Touch your penis as soon as you are able and can stand it. You MUST begin to desensitize it or you'll also have problems later with sex (Yes, you can't be having much sex, because my sensitivity went completely away once I was pounding my girlfriend, talk about an abrasive, vagina is just the thing) 3. Make sure you are cleaning your penis at least once a day in the shower or bath. This is a hygiene issue my friend and foreskins make us have huge hygiene problems if not properly cared for. 4. Get yourself to a point where you can use a washcloth on your penis, though even now I can barely stand that.
Sorry to say that it's gonna hurt, and you're just gonna have to learn to live with it. Some of the other ideas like leaving your penis unsheathed in your underwear....well I tried that once, and it hurt like holy hell. You choose how you're gonna desensitize it. If you get your foreskin cut off, guess what you're doing the same thing as leaving it exposed in your underwear, you'll still have the pain!!! One way or another.
