hair growth on upper lip

my daughter has thick hair growth like her father. she is 7 years and already having lots of facial hair on her upper lip. is there a way to remove them at this age without using chemicals etc. and is there a permanant solution to this. nobody has commented on it yet but i donot want her to be teased at. desperate mom.
