tiny white spots under surface of lips

i have tiny small white spots under the surface of my lips. they cluster together and form a slighty raised area. Has anyone ever heard of this? Have seen me GP a couple of times and they have no idea what it is - sent me off with hyrdocortisone which made no difference.
