Red spots on top of my fee and ankles

I have these red spots on top of my feet. They have come and gone over the course of a few months. Occasionally they itch, and they don't it badly just and irriatation. I just thought that they would go away. Now they have actually started to go up my shins but just on the insides. They are now on both of my feet and legs.
